Away with Safety inspections?

Only 17 of the 50 United States require safety inspections on passenger cars, to check brakes, windshield wipers, fluids, etc for safety.  Utah Representative John Dougall wants to do away with these safety inspections in Utah. He says the risk [of injury on roads] is posed by the drivers, not the cars.  Dwayne Baird, a representative for the Utah Department of Public Safety thinks that the proposed additional 6 highway troopers won't make as big a difference as will safety inspections...  I think they should continue the safety inspections in order to provide safety to Utah.
